
Parent Teacher Council Structure and Decision Making Process
PTC Membership
All parents or guardians of children currently enrolled in Ventura Charter are members of the PTC.
PTC Executive Committee
The PTC Executive Committee is made up of at least one, but no more than two, representatives from each Ventura Charter class. For the purposes of PTC representation, independent study families are considered a class. If more than two parents/guardians from a single class are interested in serving on the executive committee two will be selected by lottery.
Representatives are responsible for collecting input from parents for agenda items, establishing an agenda for each PTC meeting, and assisting in the functioning of school committees. There will be two Executive Committee representatives responsible for attending Board meetings and acting as the official PTC liaisons to the Board.
PTC Officers
The PTC Executive Committee will nominate and elect officers. The officers will include an Executive Committee Chair, a Vice-Chair, a Secretary, and a Treasurer. Responsibilities of officers include:
- Chair: The PTC Executive Committee Chair is responsible for setting meeting agendas, facilitating meetings, and ensuring that the business of the PTC is consistent with the Ventura Charter School Charter and these bylaws.
- Vice-Chair: The PTC Executive Committee Vice-Chair is responsible for assisting the Chair, and for serving as Chair when the Chair is unavailable.
- Secretary: The PTC Executive Committee Secretary is responsible for seeing that meeting minutes are recorded, and for managing communications between the Executive Committee and the full PTC membership.
- Treasurer: The PTC Executive Committee Treasurer is responsible for tracking PTC finances, including both revenues and expenditures, consistent with the Ventura Charter School Charter and these bylaws. Until such time that the PTC becomes capable of starting its own bank account, the Treasurer will work with the school Director of Operations to develop an MOU to ensure that PTC revenues are tracked as an account separate from the schools regular general fund and expended according to PTC priorities.
PTC Agenda
The agenda for the PTC meeting will be set by the PTC Chair according to items listed on PTC Action Forms, and will be available to the school community prior to the PTC meeting via email and posting on the information board at the entrance to the school. A tentative agenda will be distributed no later than seven days before a meeting, and a final agenda distributed no more than three days before a meeting.
Decision Making
Any PTC action requires that an issue must be on the meeting agenda and that a quorum of the Executive Committee be present. A quorum is 50% of all current Executive Committee members. All members of the PTC are eligible to vote in all PTC decisions. Decisions of the PTC will be made by members of the PTC who are present at the time of voting. There will be no "voting by proxy." After appropriate discussion, an issue will be decided by a simple majority vote.
Minutes
All PTC business will be recorded in Minutes. Minutes will be distributed to all PTC members by email following each meeting. Minutes will be reviewed and approved at the next subsequent meeting by those who attended.
